LAS VEGAS – As part of a joint commitment by the National Nuclear Security Administration (NNSA) and the International Atomic Energy Agency (IAEA) to enhance international emergency management systems, the NNSA and IAEA are conducting an International Radiological Assistance Program Training for Emergency Response Port/Customs (I-RAPTER P/C) course. The training is being conducted this week at the Radiological Nuclear Countermeasures Test and Evaluation Complex (RNCTEC) at the Nevada National Security Site, with classroom training held at the National Atomic Testing Museum.

NNSA is pleased to be asked to provide our unique technical expertise and assistance to the IAEA and the international community in support of this joint training. The RNCTEC is a unique facility where a wide assortment of radioactive sources can be placed in shipping containers to enable the participants to locate and identify the material in a real environment.”
The I-RAPTER P/C training is being provided to 25 participants representing the IAEA, 13 countries and three NNSA organizations. Additionally, personnel representing the NNSA’s Second Line of Defense (SLD) Program are also participating in the training as observers to share information and lessons learned. The training provides participants a theoretical and practical introduction to state-of-art techniques and methodologies for detecting illicit trafficking of radioactive material through national borders, ports and customs offices.
The training is being provided by personnel from the Department of Energy/NNSA, Sandia National Laboratories and the Remote Sensing Laboratory at Nellis Air Force Base and at Joint Base Andrews in Maryland. Additionally, facilities and other logistical support are provided by the NNSA Nevada Site Office, National Security Technologies, the Nevada National Security Site, RNCTEC and the National Atomic Testing Museum.
NNSA’s Office of Emergency Operations currently collaborates with more than 80 foreign governments and 10 international organizations with projects ranging from providing assistance to foreign governments in improving their emergency preparedness and response programs to joint collaborative activities that improve emergency management infrastructure worldwide.
